Welcome to the vision of the AIME Blue Economy Review (ABER)—the proposed flagship research, policy, and thought leadership publication of the Atlantic Institute of Marine Economy (AIME).
ABER is envisioned as more than a publication. It will serve as the intellectual voice of AIME—a platform where research, innovation, policy, investment, and strategic partnerships converge to advance Africa's marine and blue economy. Through this publication, we seek to stimulate informed dialogue, promote evidence-based solutions, and inspire collaborative action that transforms Africa's vast marine resources into sustainable prosperity.
AIME was founded on a simple but compelling conviction: that Africa's oceans, rivers, coasts, and inland waterways represent one of the continent's greatest opportunities for sustainable development.
Guided by our five strategic pillars—Education & Research, Aquaculture & Food Security, Shipping & Maritime Logistics, Ecotourism & Coastal Development, and Renewable Energy & Climate Resilience—we are committed to advancing knowledge, developing human capital, fostering innovation, and building strategic partnerships that unlock the full potential of Africa's blue economy.
ABER is being conceived as an institutional platform for evidence-based research, informed policy dialogue, investment intelligence, and practical innovation. We believe that lasting transformation begins with ideas that are rigorously tested, openly shared, and translated into measurable action. Our ambition is not merely to publish research, but to shape policy, influence investment, strengthen institutions, and contribute meaningfully to Africa's development agenda.
Our vision extends beyond publishing. We are laying the foundation for a world-class maritime institution on AIME's permanent campus at Kalaibiama Island, Rivers State, Nigeria—an iconic development envisioned as a centre of excellence for education, research, innovation, enterprise, and industry collaboration. Situated approximately 12 nautical miles from the Atlantic Ocean, at the confluence of the freshwater Imo River and the Atlantic's saltwater system, the campus occupies a unique marine environment that embodies the very essence of the blue economy and our commitment to sustainable development. Importantly, this rare marine ecosystem is recognised as one of only a handful of its kind globally.
This vision is being advanced through a strategic collaboration with EnviroPac Consortium Inc., USA, under the leadership of Lloyd J. Prevost, formalised through a Memorandum of Understanding (MoU) that includes a US$250 million investment commitment to support the phased development of AIME's permanent campus and flagship blue economy initiatives in Rivers State, Nigeria. This landmark partnership reflects a shared commitment to sustainable infrastructure, research excellence, workforce development, environmental stewardship, innovation, and inclusive economic growth.
We are equally honoured by our growing engagement with Lieutenant General Russel L. Honoré (Ret.) and GreenARMY, whose leadership and commitment to coastal resilience, environmental security, disaster preparedness, environmental restoration, and community empowerment continue to inspire our institutional vision and reinforce our shared belief that sustainable development must be driven by partnership, innovation, and responsible stewardship.
We are further encouraged by the growing engagement of Alabo (Dr.) Reuben Mietamuno Jaja, Chairman and Chief Executive Officer of BFI Group, the government-approved core investor in the Aluminum Smelter Company of Nigeria (ALSCON), Ikot Abasi, Akwa Ibom State. His interest in AIME's vision reflects the growing convergence of industry, manufacturing, strategic investment, and the blue economy. We look forward to building mutually beneficial collaborations that promote industrial innovation, value addition, workforce development, research, and sustainable economic growth for Nigeria and Africa.
AIME is proud to build enduring academic bridges with Rivers State University (RSU), Nigeria, our principal Nigerian academic partner, alongside Southern University and A&M College, Baton Rouge, Louisiana, USA, and a growing network of Historically Black Colleges and Universities (HBCUs). Together, these collaborations create a powerful knowledge ecosystem that promotes research excellence, innovation, technology transfer, faculty and student exchange, capacity building, and mutually beneficial international partnerships dedicated to advancing Africa's marine and blue economy.
Looking ahead, AIME, together with its strategic partners, will continue to champion transformative initiatives beginning with the Africa's Blue Harvest Program (ABHP) and its dedicated talent development and workforce pipeline—the Blue Edge: Youth Maritime BootCamp. These flagship initiatives are designed to identify, train, certify, mentor, and connect young Africans with opportunities across the blue economy while strengthening research capacity, entrepreneurship, institutional collaboration, and workforce development for a globally competitive maritime sector.
Beyond advancing research and policy, AIME seeks to catalyse strategic investment, technology transfer, enterprise development, and inclusive economic growth that unlock the immense opportunities of Africa's marine economy. We envision an ecosystem where research informs policy, policy attracts investment, investment creates enterprise, and enterprise transforms communities—creating lasting value for Rivers State, Nigeria, and the African continent.
Our aspiration is clear: to position Rivers State as a leading hub for marine education, research, innovation, and sustainable blue economy development; strengthen Nigeria's leadership in the maritime sector; and contribute meaningfully to a prosperous, resilient, and globally competitive Africa.
